		<description><![CDATA[This all sounded good until it was pointed out that the levels to which Russia has agreed are the SAME levels they agreed to during disarmament talks under George Bush in his first term.  Russia had done nothing to comply with their previous agreement and now they have agreed to nothing new.  Not much hope to be derived from this latest agreement nor the ability of our Senators to know what they are doing.]]></description>
